According to what my teachers have taught me about sagan, he says he can not see anything on venus because it has been covered with dense layers of clouds. The clouds must be made of water or hydrogen oxide as every cloud has been made of and he concludes that venus must have a lot of water on it, making the surface wet, making it a swamp, giving a slight possibility of dinosaur life on Venus
