y=3x+8
if it's parallel to this line, then the slope will also be 3.

slope = 3
x₁ = -4
y₁ = 6

for this question, we use point-slope
y - y
₁ = m(x - x₁)

y + 4 = 3(x - 6)
y + 4 = 3x - 18

y = 3x - 14
