since “tener” means “have” and “tiene” also means “have” (or in other words to have) tener is used to say like “ quiero tener...” and tiene would be used to say “ Ella tiene un perro”

So to be more clear tener is used to say you want something but it still means have and tiene would be used to say that someone already has that object/thing
