Since 1965 the Soviet Union and Communist China had been haggling over the military aid each is providing North Vietnam and over the mechanics of moving Soviet aid to North Vietnam. The dispute was a facet of the broader Sino-Soviet conflict and was interwoven with issues arising from US-North Vietnamese negotiations.
