Under the articles of confederation, why didnt the national government enforce the laws?

The states had the power to enforce national laws, is the right answer. ... Hence, the Articles of Confederation did not provide the national government with sufficient authority to implement their laws. And this became a major weakness of the national government made under the articles of confederation.
